Fuel gauge trouble shooting

I've been trying to diagnose a problem with my fuel gauge. Basically it is always pegged to the right and does not indicate accurate level of fuel in tank. Turn the key on and it pegs right. So I open the panel up meaning to remove the signal wire. I figured it was easier to work at that end then crawl under the AFT cabin and do the same in terms of grounding out the signal wire on the sender. Anyway I had to remove the ground wire off the back of the gauge in order to remove the signal wire. as I took the ground off leaving the signal wire still connected, I turned the key on to see what might happen and it still pegged right. I'm very curious how the gauge could Peg right with the ground disconnected. Any thoughts? Is this a clue as to a possible cause of my fuel gauge not reading correctly? Leaving the ground off and then disconnected the signal wire turning the key on the gauge does nothing. That makes more sense but I'm baffled why the gauge would function at all with the ground wire disconnected. It might also be a clue that the light on the fuel gauge is the only light on the panel not working. Any ideas of whether I'm looking at a new gauge for a new sender? Where would you go from here? 1995 mkii m35ac

Remove the gague from the display panel and test by connecting the original wires to where there connected. This would isolate any problems that is not clear at this time.
I had similar problem - but mine was the sending unit. I replaced with the type that has a sliding donut.
The screw pattern matches and the impedence is correct 240 ohms. It includes the gasket.
