Installing a gWind transducer - does the mast need to be unstepped?

The marina thinks the mast on my '87 C36 needs to be unstepped to fish the wires to the new transducer for a tune of $1700 plus $400 for the ride.  Isn't there a conduit in the mast and adequate clearance to fish new power/signal wires through using the old wires as pull strings while the mast is installed?  Or is it common to unstep the mast for this type of work?

FYI, there's a wireless option for the gWind and you would not have to unstep the mast.
