Drying out water intrusion

Hello,

I have a 1988 Cat 36.   Have some water intrusion....per out of water survey......at chain plate and mast step  thru .....the deck.
Supposedly not bad.......but  wanting to 
any advice.....from anyone....how best mitigate the moisture intrusion.   How is the best way to dry this out.

Where is your boat? Do you haul for the winter?  If so, you can open the deck fittings and dry in heated storage.
Who said "not bad", a professional surveyor or the seller?  Any sign of delamination?
 I suggest you get familiar with Mainesail's excellent site: http://www.pbase.com/mainecruising/boat_projects , or seek a trusted local yard.  Delamination can destroy the deck.
