If I recall correctly from previous postings, Catalina abandoned the sleeve system after the 1984 model, and switched to the pulley system. See this thread: https://www.catalina36.org/forum/technical-discussion/early-mk1-steering
See if you can contact the Commodore, Les Troyer; I think he has a boat with this system (or did)....

Hm. Sounds like you may need a new system with the pulleys. Our '91 that I did a lot of work on has pulleys.
