it does not appear my fridge is working properly.
i constantly hear the equipment running and it doesn't appear to keep the fridge cold. There seems to be no impact from moving the thermostat.
i know nothing about refridgeration. Any suggestions?

David is right. If you know nothing about it then it is best to call someone in. There is a relationship between how many amps a fridge draws and how much freon is in the system. That is how I charge ones that I have worked on.

You say it runs but imply no cooling. If the unit keeps starting but never really cools it is a good chance that there is a voltage drop when it gets to your fan/compressor. I installed a complete new system 2 years ago and found that the # 10 wire had exceeded its length from the distribution panel to the unit. I replaced it with # 8 and that was the end of constant cycling.

I second this. I followed the advice on this website and determined my control board was bad. He had one available for a lot less than I could find around Seattle. It's been working like a champ since I put the new one in.

After running for several hours, you should have a bit of frost on the top of the freezer box. Make sure your condenser fan is blowing, not blocked, and not dirty. Low on refrigerant would be next. If the unit 15 years old, being in need of a recharge and leak test is within norms.
