Ok, I figured out that the circuit breaker big red button has to be pushed (hit) fairly hard to engage, and now I have a working (Maxwell) windlass.
It currently has nothing on it, so I want to put my new anchor tackle around it.
[B]Q: There is black plastic flap, somewhat triangular, that wraps clockwise around inside, that is blocking any rope/anchor passage. What is that for, where should it be, and how do I start to pass my rope through the windlass?[/B]:confused:

OK, I'll answer my own question.
The "stripper" was out of position. I removed the drum, re-set the stripper onto it's holder, in correct position, and re-assembled. Works great now!
