I just bought a roll of mast boot tape (still trying to cut down on water freezing in the bilge). The tape doesn't seem to be very sticky. Is there some way to insure that the tape will stick to the mast?

Clean the mast with a detergent and a kitchen scrub pad (fine Scothbrite). Rinse with clean water and make sure it is dry.
I recently discovered the tape they use in stores to mark lines on the floors works really well. It is a vinyl tape designed to be removed but sticks well. I purchased it through a industrial supplier.

You will find that this tape does not act like regular tape. First, as you expressed it does not appear sticky. Second, you will need to start raping it around the mast and pulling tight as you cover the previous layer, then low and behold, it bonds to the previous layer. I have used it for 2 years with great success and my largest problem is keeping the boatyard from cutting it at the top of the mast boot I use when they unstep the mast in October.

I also have this silicone "rescue tape", which looks an awful lot like the (more expensive) "mast boot" tape. Can I use that instead and save some $$$?
