Khan;
 Welcome to the group ! There is a  treasure trove of good info on your Catalina here on these pages and friendly folks will to assist you with your boat.
(In order to assist you better, it would be helpful to put the year, sail number, any modifications and area that you sail at the bottom of your posts)
On to your foot pump. It sound as if the pump you are referring  to is designed to empty water from the ice box - is that correct ?
If so, the pump is connected to an anti- syphion device usually located and connected under the galley sink. Many owners have disconnected this arrangement and drained the foot pump draining the frig - directly to the bilge. Is it possible water in the bilge is backing up through this configuration ?
Most pumps contain a valve which prevents the back flow of water through the pump - so the foot pump itself may be the problem.

No,  think he is saying he installed a fresh water pump and spigot at the galley sink - if so,  I have installed the same configuration and have the same issue...  water spurts out the spigot when the pressure system is used.
I installed a one-way valve in the foot pump line before the pump (between the foot pump and "T-connector" at the water line but this didn't make any difference...
In any event it's just an annoyance, but if anyone has a solution that would be great!
