Based on the age of the boat I suspect you will find that the fuel tank has begun to corrode at the bottom. It more than likely has small pin holes and only a small amount leaks out. It does not take very much to have the oder permeate the air and boat. Other than that it might be a leak at any of the fittings, but strongly suspect the tank is the problem.
