advice--repairing cracks around mounting hole in toe rail

I'm rebedding a 24 inch track that is mounted on the toe rail amidships. I'm reasonably certain it's the source of an ongoing leak the PO's tried to fix. With lots of silicone sealant. :(

If you look at the photo, around 1 of the mounting holes I have cracking. What's my best way to deal with this before I remount the track?

I plan to use butyl tape (​http://www.pbase.com/mainecruising/rebedding_hardware), beveling the holes, and cleaning off all the old silicone with xylene.

lots of info out there - but if it were mine - I would drill each hole out to 1/2" and drill down but not thru the liner (put on slight chamfer) , use a 1/2 router bit on dremmel to dig out more wood.  make sure the wood isn't wet (dry if possible) - fill with epoxy - then you can drill chamfer and bed with butyl.   Lots of work - but eliminates the problem....
