Electrical- 6 volts to tricolor?

On a recent overnighter I noticed - and the local CG reminded me- that my tricolor was not working. Checking the wiring and connections all seemed fine, but then put the voltmeter to the wires and I’m getting only 6 volts on the tricolor connections at the wiring harness at the base of the mast. This can’t be normal? Is it?  Any thoughts on why I’m seeing 6 volts? Anchor and steaming lights are getting 12.
Really appreciate any ideas. Thanks.

My first guess is a bad ground, second guess would be a corroded/bad fitting some where. Test positive voltage wire against the ground at the batteries then the ground wire against the 12v lug at the battery - this will isolate where you need to look. Also if possible disconnect mast wires before testing, and check for 12v before doing above work - May be a high impedance short in mast wiring

Thanks Les. I should have tried disconnecting everything from the terminal block at the mast base and tested each individually. Last night I noticed we have nothing working at the masthead - windex light, anchor, and tricolor, all out. The pita in all this is can’t see anything up there in daylight!
