The previous owner installed a PSS.
However the VENT HOSE is coiled up in the aft engine compartment.
Shouldn't this be extended to above the waterline?

Yes. If both ends of the hose are below the water line, then you're set up for a siphon. On my boat, there's a plug with a small hole in it on the end of the hose (to provide a small amount of vent) and that end of the hose is then looped above the waterline.

The answer is YES! Having the vent hose coiled in the bilge defeats the purpose of the vent. As soon as possible, route the vent hose to a spot well above the waterline (at all angles of heel).

Yes, vent hose above waterline. I took mine up past the fuel tank and into the port lazarette, so that I knew where the end was and could make sure it was well above the waterline even when well-heeled.
