I'm passing this along for anyone who is coming up for renewal of their license in the near future. It seems if you fall into a certain class, you no longer need a TWIC card (this is for renewals, not the intial license.

I happen to teach classes for Sea School and our Ops people send out updates to requirements so we can be accurate with our students, otherwise, you'd have to be a reader of the Federal Register.
