The previous offer by Hood was based on availability of drums. They no longer have an excess so they have stopped the drum only replacement.
They do offer a "substantial" discount to owners with Hood systems when they upgrade to a new Hood system. If interested call, email seems to go unanswered. Tampa office 813 885 2182
