Problem Female Guests

I am looking for advice on how to deal with problem female guests.

It happens everytime they sail with me, and I don't know how to address and correct their behavior.

It is very distractive, and probably against the law.

I am looking for any and all constructive advice on how to handle this issue.

Feel free to send them my way.  I'll take them out for an extended cruise, and insure that they learn proper etiquette.
