Two issues.
The deck plate and assembly is recessed a bit and water pools around it.
First question is who makes the deck plate and were can I find a new gasket for it?
Second question, any others have the issue with water pooling in this area?

I don't know who makes it or the gasket. Mine pools water too, so I put a couple layers of butyl tape under it, replacing the gasket. Gets it closer to the level of the cockpit. Danged thing is also big enough to be slippery

I do not have pooling but it is a good practice to remove, clean and lubricate it at least once a year so you know you can open it, if ever needed. The tool to open it is usually with the emergency tiller.

John is absolutely right. Mine seems to want to weld itself closed. I have been using an anti-seize compound and I believe it was Stu who recommended Lanocote.
